OPR Functions

Office of the Press Registrar has mandate to maintain centeralized data of publications, news agencies and printing presses all over the Pakistan. The Press Registrar renders services in following areas:

To compile and maintain the central register of publications (daily, weekly, fortnightly, monthly, bi-monthly, quarterly, half yearly, annual, bi-annual), news agencies and printing presses all over the country.

To issue NOCs for fresh titles of Newspapers, News Agencies & Printing Presses.

To process NOC requests for other stations and transfer of ownership of existing titles.

To issue certificate of registration to a publication and news agency.

To renew certificate of registration to a publication and news agency after every three years after assessment of regularity standards and quality of the publication.

To ensure printing in accordance with the provisions of PNNBR Ordinance, 2002, PNNBR (Amendment) Ordinance, 2007 and PNNBR Rules, 2009.

To check violations and take action against violators.

To take action against irregular/ unauthorized publications and news agencies under Section 19 of PNNBR Ordinance-2002
